I have quite a few discs, so even at $5 a pop, this is essentially a deal-breaker for continuing with the game. I have about 50 discs, mostly version 8, so I simply can't pump that amount of money into the same data again. I believe this incompatibility with the 64-bit version of Windows will be resolved in version 10. For what it's worth, I don't think this problem can be blamed completely on Microsoft. At some point they have to break compatibility with very old 16-bit application elements such as the one used in DMB's "Install season disk" function.

I think you may have misunderstood the charge for upgraded Season Disks. Only those that have been deluxed (real-life lineups, transactions and platoon splits added) or semi-deluxed (real-life lineups and transactions added) are subject to the upgrade charge. Pat can email you a version 9 copy of most seasons at no charge if you have purchased that season in an earlier version format.
